Also if you don't want to create a WA, the addon "TellMeWhen" is very simple to set up things of this nature to watch CD's, Buffs, etc. All you need to do is type in the Spell name, check a few boxes (for stacks, timers, etc) and you're done!

2P T19 is Cloak/Shoulders due to low budget. Recommended iLvl IIRC was 910, though LATC is so useful on so many fights that I tend to just not bother.

I created one myself a little while back when I got the 4pc, in case anyone is interested:

It shows the icon with the duration of the buff in the center, and the number of stacks of the buff to the left. The number on the left turns red once you're at 5 stacks so it's easy to tell when you're capped.
