You need to get 3 additional items - when you got them, you go back to this area and you can summon a rare now.
You only need to do this once, after this you always see the bonepile for the summon.

You don't need to combine them or anything. If, after getting the three bones, you return to the spot and nothing is there, simply relog. There'll be a green glowy mass you can right click to create the bone pile you then click from then on to summon the rare.
