Hey guys, just curious has anyone had any issues with the Seal Vendor in the Cathedral not giving work orders when you haven't got your 3 yet from dalaran?

Just want to suggest checking the usual suspects, but
1. Are you already capped?
2. Is the little book already on the table from last week and you forgot to pick it up?
Asking because I've done each of those at least once before
