Only rais MH item level?

Hello guys. Didn't know exactly where to put this question, I am a returning player, I wish to play on a DH since December, and I am gathering information until then. One thing I can't seem to find or place the question is, why do I see many players upgrading their artifact weapon Main Hand only , leaving the off-hand at item level 750, is this a general strategy ?

The offhand appears to be ilvl 750 to you, But it is the same item level as there MH weapon.

You can't raise the off-hand. It mirrors your main-hand and just appears 750 to other people.
