It seems to me that NK is "leading the charge" because they don't have the ability to create any fossil fuel or carbon emissions. They are green by virtue of being economically devastated.

I'm talking about the aquifers that run deep underground. It's possible that their tests avoid those, but I seriously doubt they even check.
