Because it was the Prophet Zul who wanted to bring back the Troll Empire.

The Horde is working with King Rastakhan to purge Zandalar of the Blood Trolls.

Most Zandalari were still chillin on Zandalar. And those responsible have been disposed of.

Zul is the name of a mysterious Zandalari prophet. While the Cataclysm devastated Zandalar, Zul took a group of Zandalari warriors, led them them across the globe, united the other troll tribes together, and began the assault on Pandaria to regain ties with the mogu.

That being said, we definitely will be running into Zul and wrapping up that story. Personally I cannot wait to swear allegiance to King Rastakhan and be ordered directly to bring him the head of that traitors "prophet" dog.
