Its rather low on our list. I'd say the usual line about simming it for yourself, but it seems to be universally poor at the moment. There's always the possibility it might receive some sort of buff if enough classes completely ignore it, but right now, Eye of the Twisting Nether and even Sephuz are better choices when you are looking at rings.
Edit: If you can also get Smoldering Heart (gloves), those are a really solid legendary.
