Allied Races are cosmetic rewards for achievements in Legion. These are rewarded at the start of Battle for Azeroth. However, if you pre-order the expansion, then you get access to the rewards early.
Depends on point of view. Since you only get them for pre-purchasing BfA, they are BfA content mechanics-wise. But since they are introduced in Legion, they are Legion content story-wise.
If you need to purchase BfA to gain access to them, it's pretty clear that it's BfA content.
I know they do nerf things, its more your timeline I question. They *just* nerfed Pandaria flying (and flight training in general) and that is 6ish years old. They've not nerfed Draenor Pathfinder and that is another thing that many people who've played for a long time were convinced would be nerfed with Legion flying coming out.
These races are core to game play choice, flying doesn't really matter because it is just a faster way to get from point A to point B. With the allied races they all have quests you need to do once you have completed the prerequisites regardless. Now I don't think it will happen right at launch but it will happen.

In the past Blizzard many times said "your previous progress will NOT affect your ablilty to play current or future expansions", or something like this.
Can you play AR without Legion progress? You can't. => AR is Legion content. Mystery solved.

Allied Races are a BFA feature, as presented at Blizzcon and on the expansion page. However, 4 of these races, which is going to be half of the total at most (2 more already announced and 2 others heavily implied, with a lot more possibilities out there, including new expansion races) are linked to the Legion story and offered in advance for people who preorder the expansion. This is exactly the same concept as Demon Hunters being released early, Blizzard simply did it a lot earlier because they want more preorder money, and because it's much easier to just release some races than to finish balancing a new class.
It is moronic to claim this is a Legion feature when you can only access it by preordering BFA. However, it is equally retarded to expect immediate access to them just because their story isn't in BFA. You have to pay because the feature is linked top BFA. You have to do Legion content because the races are from Legion. Neither side is correct. It's pointless to argue on this.
You can argue that the reputation requirement is excessive, and I would agree with that (even though I've been exalted with all of them for quite some time). Legion or BFA, these Allied Races are new content. They are expected to shake things up and attract a resurgence of subscriptions on top of the preorders, but the problem is, unlike most of us posting here, many people are casual and cyclical players who never really invested in these reputations, particularly the Argus ones because they've been available for a shorter period of time and were never connected with flying. I can understand how it is a highly unpleasant experience for these players to return to the game on the hype of Allied Races and then have to grind reps for a month or more before they can start playing, specially when they are expected to pay the preorder on top of everything.
Personally, I believe Blizzard should consider either removing the reputation requirement altogether or introducing a massive catch-up mechanism for it, i.e. drastically increasing the drop rate of the Demon's Soulstone, which incidentally would help people farming Paragon rewards as well. The quest chain, however, should remain in place no matter what expansion we are in, because the concept of Allied Races is that you have to encounter and recruit them before you can roll them. It would be weird if they were made available to new players.
P.S. I can't help but be amused that you have such a big problem with this, Shadowpunkz. You always keep saying how much you like exclusivity and how bad for the game are those filthy casuals constantly asking for instant gratification. Yet when it doesn't come from the kind of gameplay you like or are already ahead with, suddenly exclusivity becomes bad. What shall we make of that? You bought BFA so you want immediate access to Allied Races, without doing the required content to unlock it... Well, I paid for Legion, should I want immediate access to Challenge Skins or Mythic mounts without doing the content also?

When BC introduced flying it was very expensive at first. Could someone say "obviously they want me to run Classic content to farm Gold! What an outrage that i have to play outdated content to unlock current content!".
When DH was a preorder Bonus of Legion, you needed a high-level char on a server tocreate one. In other words: You had to play old content to unlock them. What an outrage!
Storm in a teacup, really. The rep-requirement will fall with 8.1 (latest, maybe even 8.0). But if you truely want to nitpick about it i will vote Legion-Content because that's where the lore for these races is based (and, their unlocks are tied to for now :P)
that one is easy:
#1 allied races is a bfa feature
#2 hm, ve, lf and nightborn are allied races rewarded for doing legion content
#3 zandalari, di and more to come are allied races rewarded for doing bfa content
#4 even more are allied races rewarded for doing the content of the xpac AFTER bfa and so on.

The way I see it, they're pretty clearly BfA content, considering it's unlocked by purchasing BfA and Allied Races are part of the marketing material for BfA. Blizzard's site even lists "Six new allied races, including four you've encountered in your campaign against the Legion," as a key feature of BfA.
This is also why I'm sure they'll remove the reputation requirements for them. If they don't, that's a part of the expansion that they're selling that isn't actually available to new players. That's probably a false advertising concern, or at the very least bad PR.
This is only a debate to the mentally challenged.
If you don't buy Battle for Azeroth (whether through pre-order or not) you will never get access to any allied races. It's pretty simple really. But this is the gaming community and intelligence isn't something that this community is known for.
