Can't disagree with you more about frost. It is more competitive and more versatile than it has been since WOTLK. I'd agree that the current talents leave a lot to be desired, and KM is still uninspiring and boring for something that is supposed to be a core mechanic of the spec, but game play is certainly better than the HB spam of WoD. Or the ridiculous double disease application in order for attacks to deal full damage. Or having to convert nearly useless blood runes into death runes. Or Obliterate having to be demoted to something you only hit when you have too many unholy runes. Or having poor ST damage, poor burst AOE, and only moderate cleave damage. It also no longer has the abysmal gear scaling issue that plagued it since WOTLK. None of the secondary stats are garbage unlike in the past where pretty much everything became trash after you reached resource saturation. Other than being forced into a fast attacking, dual wield spec......all the while Blizzard insists on carrying the "slow moving Juggernaut" archetype, I can't think of any factor where frost is worse off than it was from ICC though HFC.
