The word you're looking for is "soft-enrage".
Mistweaver Tax noun 1. The effect of both high mana costs, and lack of utility, coupled with requiring specific talent combinations to compete with other healers, while still not being able to compete with toolkits said healers have baseline in any competitive area.

There are at least 2 occasions where dispelling non-magic debuffs is useful. In EoA's 2nd boss you can dispell the curse before expiring to kill the adds early. In DHT you can dispell several poisons to prevent massive AOE damage when they expire. The problem is that you can't really create non-magic debuffs that are crucial to dispell, because it would skew balance even more.

Personally I think they should just remove unavoidable one-shot mechanics and those outplayable by movement. Like the scythe at 2nd boss in MOS.

That's not really saying a lot when the peak viewership for the MDI was still far below even more grassroots and niche esports like Smash and the FGC. Even the fucking Madden Championships pull more views then anything WoW related be it MDI or Arena.

MDI is never going to be a relevant esport. Neither is WoW arena so comparing it so is laughable. WoW "esports" are never going to fill an arena. They would probably struggle to fill a convention center, and maybe even fail to fill a hotel ball room(this is why blizzard hosts their live events at their own venue or piggy backing off Blizzcon or other conventions). Not enough people care about watching competitive WoW.

Ya tyrannical is much harder. Most trash packs can be aoe stunned, silenced, etc. And with everyone's high gear level these days, trash packs die super quick.
