Not necessarilly, in the end it always depends on tuning but atm the best combo is zeal/HoW/Cons/Inq when it comes to raiding.

The choice is not that obvious.

Simulations show those 2 talents really close to each other, with sometime a slight edge for HoW.

And it also seems that HoW give overall less downtime than BoW.

But are you considering the 2 Holy power points you get from each BoJ? This means more TV's...

And PvP is my main focus so BoW will be the go to for more consistent damage outside of burst windows.

Obviously the HoPo generation is considered, it is a simulation.
