PvP Artifact Skins in PTR

Now that the prepatch is on PTR and the new honor system is active, I was wondering if anyone knew or could check to see what the new requirements on the PvP artifact skins are. For example the first one on live is to reach prestige 1 rank 50, so does that mean as long as you have any character with that reached rank, it will be automatically unlocked on all future characters?

First Color: Participate in Player vs. Player combat and reach honor level 10
Second: Reach Honor Level 30
Third: Reach Honor Level 50
Fourth Color: Reach Honor Level 80

On the beta and ptr honor was wiped to zero. I have a live character at 25 right now and with that toon on the beta and ptr I still have all 4 skins. My alts that did not unlock the 1st skin you currently get at rank 2 in live have that. Since you cannot hit 30 yet no toon that didn't hit the 2nd skin will have that unlocked.
