Are legacy rare drop mounts tradable with the personal loot system?

I run transmog raids with my brother and he is an avid mount collector while I am not, every time a rare mount drops such as Invincible, Alar, etc. I have just passed on the roll and let him take it.

Now with the new loot system, if one drops is it personal loot? And if so, can we trade it to other people in the raid? Would be really demoralizing if the mounts he wants finally drop but only for me, soulbound.

Fairly sure that you can trade them.

Front page info says that "Mythic Raid mounts should be tradable on personal loot." (Presumably based on interview(s) with devs.) Not sure if that also applies to old legacy content mounts, but I'd assume so.
