    Rift Update 4.5 Patch Notes (Prime)



    Here we go, one of the best zones added to Rift is back on Prime to explore and get slapped around on again, Ember Isle will open up later today.

    Oh and a few small class balance changes as well, planar attunement, a few tweaks here and there.

    The long awaited Ember Isle is ready to explore on PRIME.
    Considered by many to be one of RIFT’s most beautiful zones, this lush tropical paradise is home to the Farclan Dwarves and the Kelari who battle for the resources of the island. And in the center the menacing presence to Mount Cacera an active volcano, what secrets lie in its heart.

    Ember Isle introduces Onslaughts for the first time on PRIME.

    When the fissures known as the Sourcewells first appeared it was quickly realized that these founts of energy were like a bountiful feed trough for the planar invaders on the island. Many Kelari found themselves called to volunteer to take up the mantle of the five heroes and guard the Sourcewells. They built the defenses and, to this day, remain at their posts, giving their very lives (and sometimes beyond) to deny this food to the enemy.

    What treasures are waiting to be claimed in Caduceus Rise?
    Caduceus, a powerful Telaran Sprit has been corrupted by energy from the Plane of Earth. The Kelari built a temple at Caduceus Rise to honor this sprit where they would offer him gifts in exchange for boons. This was long ago in the past. Today the Golden Maw as well as some of their Wanton allies occupy the temple. They have been haggling with Caduceus.

    Meanwhile Laethys has been transported through The Plan of Fire to Ember Isle in the form of golden treasure from the hardened liquid gold in Chalmers Caldera. Her spirit was torn in the journey, and fragments of her soul became bound to objects of wealth scattered about Ember Isle.

    The Golden Maw formed an agreement with Caduceus for the spirit to use its powerful Earth magic to help reform Laethys a corporal dragon. Will the Ascended be able to stop this diabolical plan before it’s too late?

    The Golden Maw and some of their Wanton allies occupy the temple at Caduceus Rise, built by the Kelari to honor the powerful Telaran spirit, Caduceus.
    In their ongoing efforts to give Laethys a corporeal form, her cult followers have made an agreement with Caduceus to lend his powerful Earth magic to their cause.By negating Caduceus' assistance, the Ascended buy more time against Laethys' attempts to return to full strength on Telara.

    Both Expert Caduceus Rise and Expert Upper Caduceus Rise will be available.

    Planar Attunement will make more power and abilities available to players.


    Worthy Guardians are granted these powers through a ritual with the Messenger of the Vigil and the great piece of sourcestone in the heart of Sanctum. The Ascended is said to have been brought closer to The Vigil and thus able to interact with planar energies in a manner more akin to that of the Vigil.

    For the Defiants, a new machine was constructed by Sylver Valis that would attune them to The Planes more closely. Defiant Ascended were returned in bodies made of sourcestone. Sylver's machine attunes this sourcestone to the planes from which it was created.

    Planar Attunements provide base enhancements to your character's Calling from each Plane, and is not Soul-specific.
    Your experience bar will turn into a Planar Attunement meter when you reach level 50. The mouseover tooltip will indicate that you are earning experience toward Planar Attunement.

    You must purchase all Planar Attunement abilities of a given tier before you can begin spending points in the next tier up.
    Rested experience does not apply to post-level-50 Planar Attunement experience.

    Fixed a bug that would not allow you to move items directly from your shard vault to your bank.

    Fixed an issue causing many procs to incorrectly proc other procs. This has been a long-standing issue and may result in some abilities or procs no longer interacting with other buffs and effects as they have previously. We’ll continue to monitor abilities for any unintended side effects. If you believe you’ve found one, please let us know on the forums!

    CLERIC:


    Purifier

    Flame of Life – Adjusted stacking priority for Flame of Life and Legendary Flame of Life to correctly reflect the damage reduction provided by the ability.
    Legendary Flash of the Phoenix now has its cooldown reduced to 30s, and no longer triggers the shared combat rez cooldown, if cast on a living ally.

    Runeshaper

    Bonus Rune of Smiting damage from Legendary Seal of Vulnerability can now only be triggered by the Seal’s original caster.
    Fixed an issue where Rune of Travail, with the Powered Inscription talent, could occasionally refresh a normal Seal of Vulnerability with the legendary version.
    Fixed another issue where Rune of Travail, with the Powered Inscription talent, would refresh Seal of Pain with Seal of Vulnerability instead.
    Fixed a minor issue where an extra debuff effect would appear on the target momentarily when Seal of Enhancement was cast.

    MAGE:

    Chloromancer

    Fixed an issue with Eldritch Armor where Bloom would consume the reactive buff.
    Fixed an issue preventing the cast time reduction from Harbinger’s Eldritch Armor proc from affecting Bloom or Flourish if less than 2 points have been spent in Healing Slipstream.

    Harbinger

    Tempest Winds no longer requires a Blade buff.
    Updated Lightning Charge to provide the same damage proc from Slashing attacks as Lightning Blade.
    New Ability: Luminous Blessing – This is a copy of the Luminous Weapon ability, but does not transform the caster’s weapon. It is gained at the same time you gain Luminous Weapon.
    New Ability: Reaper’s Essence – This is a copy of the Reaper’s Blade ability, but does not transform the caster’s weapon. It is gained when you gain Reaper’s Blade. There is also a Legendary version of this ability that is gained whenever Legendary Reaper’s Blade is selected.
    Legendary Reaper’s Blade and Legendary Reaper’s Essence now grant their damage bonus for the full duration of the buff instead of as a proc when an enemy dies.

    Necromancer


    Legendary Reaper’s Touch – This now causes the Mage’s pet’s damaging abilities to apply 2 additional stacks of Deathly Calling while Reaper’s Touch is active.
    Fixed an issue where if the enemy had more than 5 stacks of Deathly Calling, Desecrate would only deal damage as though there were 5 stacks and then remove all Deathly Calling stacks. Desecrate will now deal damage correctly based on the number of stacks of Deathly Calling on the enemy.
    Removed Legendary Grave Rot.
    Added Legendary Desecrate – Deals Death damage based on the number of stacks of Deathly Calling on the enemy. Curses the enemy for 20s, increasing damage taken from the Mage’s pet by 5% per stack of Deathly Calling on the enemy when Desecrate is cast.

    Due to the removal of Legendary Grave Rot, all builds using the Necromancer soul have had their talent points refunded.
    Fixed an issue that would prevent Lich Form from being cast.
    Fixed an issue when a Mage has both Legendary Condemn and Legendary Reaper’s Touch, Deathly Calling would not stack higher than 5 while Legendary Reaper’s Touch was active.
    Increased the duration of Legendary Reaper’s Touch to 16s. Increased damage of both the damage over time portion and the damage burst at the end.
    Putrify now causes the Necromancer pet to apply the maximum number of stacks of Deathly Calling to the enemy. (i.e. It will now apply 10 stacks if you have Legendary Condemn).
    Legendary Condemn now also increases the Mage’s damage to the enemy by 1% per stack.

    Pyromancer

    Updated the talent description for Pyromancer’s Vengeance to accurately reflect how the talent functions. It now indicates it increases the proc chance of Pyromancer’s Blessing by 2/4% per stack instead of 1 / 2% per stack. This is only a change to the tooltip and does not affect talent or ability functionality.

    Stormcaller


    Fixed an issue where Wind Chill would consume a stack from Pyromancer’s Internalize Charge.

    Warlock

    Fixed an issue preventing multiple Mages from having Lingering Torment, from Legendary Neddra’s Grasp, active on an enemy at the same time.
    Legendary Life Leech – Updated the ability description to indicate the percent chance for non-warlock abilities to refresh Life Leech.

    Rogue

    Bard


    The Oracle buff Inspiration of Survival is no longer able to overwrite Motif of Regeneration.

    Marksman


    Fixed several issues with Legendary Rapid Fire Shot. Fixed an issue allowing each use of Legendary Rapid Fire Shot on the same target to provide a multiplicative bonus to all subsequent casts of Legendary Rapid Fire Shot from other Rogues for the duration of the attack. Fixed an issue with damage interval timing.
    Updated Legendary Rapid Fire Shot to deal damage more closely matching numbers in the ability description.

    Saboteur

    Fixed an issue where Detonate would cause Scatter Sticky Bomb to deal damage twice as many times as they should.
    Fixed an issue where Scatter Sticky Bomb would not correctly count Fragmentation Sticky Bomb when determining how many times it should explode when Detonate is used.

    WARRIOR:

    Fixed an issue where the warrior’s energy bar would bounce between 0 and 20 several times when the energy regen buff from their eternal weapon was applied.
    Due to addition/removal of legendary abilities from Champion and Warlord, any build utilizing these souls have been reset.

    Beastmaster

    Legendary Vicious Opportunity – No longer removes damage over time effects on use. Reduced bonus damage per damage over time effect by 15%. Now must follow a critical hit by the Beastmaster’s pet.

    Champion

    Grim Satisfaction – Removed the internal cooldown on the proc.
    Mired – Increase damage bonus to 4/8/12%. Up from 3/6/9%.
    Updated Legendary Punishing Blow - Deals Physical damage per Attack Point. Increases the damage of area of effect abilities, equal to double the number of Attack Points used, by 35%. Lasts 30s
    Updated Legendary Dominating Bearing – Grants all Bearings. Increases damage done by 10%. Damaging single target abilities apply Domination to the enemy, for 30s, increasing the damage they take from your area of effect attacks by 125%. This bonus is half as effective on Death Blossom. Domination may only be on 1 target at a time.

    Removed Legendary Bull Rush.
    Added Legendary Power Strike –Deals Physical damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.

    Liberator

    Legendary Liberation Treatment now also increases healing from the caster’s Liberator heals by 3% on affected allies.
    Legendary First Aid now applies a buff to allies over 75% health, causing them to be healed for twice the normal healing of First Aid the next time the ally takes damage.
    Legendary Deliverance is now instant cast.
    Legendary Medical Facility now Deliverance and Fast Relief splash 50% of their initial healing in an area around affected targets. Removes the cast time for Deliverance and Fast Relief. Removes the Attack Point requirement for Deliverance. Awards 2 Attack Points. Lasts 6s.

    Paladin

    Updated the description for the Light’s Favor talent to remove reference to Light’s Rapture.
    Updated Legendary Protector’s Fury. It will now always deal damage to attackers while active and has a 30% chance to cast Light’s Balm on the Warrior when damaged.
    Updated Legendary Shield Defense. Will not automatically proc if Shield Defense is on cooldown. Automatic procs reduce damage by 25% for 10s. Can occur once per minute
    Sanctuary is now an instant ability and is no longer channeled. Overall duration has not changed.

    Paragon

    Force of Will – Now also increases crit damage of Follow Up Attacks by an additional 3/6/9%.
    Turn the Blade – Reduced the damage and healing penalty to 20%.
    Analyze Weakness – Now reduces the damage and healing penalty from Turn the Blade to 15/10% for Paragon abilities.
    Weapon Master – Now also reduces the cooldown of Flurry by 7.5/15s.
    Updated both the description and the function of Shifting Blades. The ability should now function as the description indicates. This results in a small increase in damage over how the ability functioned previously.
    Updated Precision Strikes to, “Increases the damage of Swift Strike and Setting Moon by 10/20%. Hitting with Swift Strike or Setting Moon applies Precision Strike to the enemy, increasing damage from your finishers and channeled abilities by 10/20% for 6s.”

    Fixed an issue with the debuff tooltip for Precise Strikes. It now correctly shows the amount of damage increase it gives.
    One Two Punch now also increases the Attack Power and Weapon Damage contribution of non-Follow Up Builders by 5%.
    Renamed the debuff applied by Precise Strikes from Precision Strikes to Pinpoint Targeting.
    Increased the duration of Pinpoint Targeting to 20s. Up from 6s.
    Legendary Rising Waterfall now has the second strike occur 100% of the time. Additional strikes beyond that have a 40% chance of occurring, maximum of 3 total additional strikes.
    Legendary Flurry now awards 3 Attack Points over its duration, deals the same damage as the normal version of Flurry, and applies a debuff to the enemy at the end of the channel which increases the damage of the next 2 Follow Up attacks by 50%.

    Readiness buff stacks from Legendary Unleashed now only reduce the cooldown of damaging abilities.
    Updated Legendary Swift Strike – Deals Physical damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.
    Each Paragon can now have their own stack of the Pinpoint Targeting debuff, from the Precise Strikes talent, on the same enemy at the same time. Previously only one Paragon could have the debuff on an enemy at a time.

    Reaver

    Shadow of Dread now also applies a debuff to the enemy for 15s causing the enemy to take damage equal to 3% of the caster’s attack power each time the caster applies a Reaver DoT to the enemy. The debuff is applied before the DoT effects from Shadow of Dread and is also triggered by DoT refreshes from Septic Wounds.
    Fixed an issue preventing Desecrating Blow from refreshing Reaver DoT effects with the Septic Wounds talent.
    Fixed an issue preventing Flesh Rot from correctly gaining the bonus from Legendary Shadow of Dread when refreshed by Dire Blow or Desecrating Blow, via Septic Wounds.
    Updated Legendary Ravaging Strike – Deals Death damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.

    Riftblade

    Elemental Flux – Increased the Blade buff proc chance bonus to 5/10/15/20/25%.
    Burst Synergy – Reduced cooldown from 1 min to 45s.
    Improved Frost Strike – Now also increases damage from Finishers by 5/10%.
    Elemental Caress – Now increases damage by 3/6%. Up from 2/4%.
    Intensify – Modified to, “Increases Critical Hit Chance by 2/4/6% and Critical Hit Damage by 5/10/15%.
    Enhanced Burst – Now also adds a 25% chance for hitting with a Burst ability to award 1/2 combo points.
    Increased the damage bonus of Planar Blade to 20%. Up from 10%.
    Updated how Elemental Weapon is applied to Elemental Touch.
    Increased damage from Elemental Touch to 6% of the Warrior’s attack power. Up from 3%.

    Legendary Flamespear – Duration reduced to 10s, down from 15s. Total damage dealt remains the same. Bonus damage procs can now be triggered by any damaging ability or autoattack.
    Fixed an issue with Legendary Flamespear retaining the benefit of all buffs active when it was cast for its full duration, even if those buffs expire before Legendary Flamespear’s debuff.
    Legendary Flamespear’s debuff will no longer proc off of other procs.

    Tempest

    Updated both the description and the function of Arc. The ability should now function as the description indicates. This results in a small increase in damage over how the ability functioned previously.
    Updated Legendary Shock Pulse – Deals Air damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.
    Legendary Double Pulse can now be used after any other damaging Tempest Pulse ability. It now has a 5s cooldown. Wavelength reduces this cooldown to 0.
    Lightning Rod, from Legendary Skyfall, can now hit the same target as Skyfall.
    Increased the range of Legendary Shock Pulse back to 30.

    Reduced the cooldown of Legendary Double Pulse to 3s.
    Increased the damage of Legendary Double Pulse over that of the normal Double Pulse.
    Removed an extra % from the end of Legendary Wavelength’s ability description.
    Legendary Double Pulse is now automatically cast each time a Tempest Pulse ability, other than Double Pulse, is used. It can still be cast normally after Charged Pulse is used.

    Legendary Skyfall will now hit all enemies between the caster and their target, including the target. Up from a limit of 3.
    Slightly increased the width of the lightning rod effect from Legendary Skyfall (~30% increase).
    Updated the ability description of Legendary Lightning Torrent for better clarity.

    Warchanter

    Fixed an issue where warriors would have negative regen with their eternal weapon equipped and the Warchanter buff Deep Breaths active.
    Updated Legendary Seasoned Strike – Deals Physical damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.
    Legendary Turn the Tide now converts overhealing from the ability into an absorb shield.
    Legendary I’m With You! now has its healing increased by 50% on allies affected by Stand Tall!. It now awards 3 Attack Points regardless of target.
    Legendary We Won’t Falter! now has a base 1s cast time. 50% of overhealing done on an ally affected by the caster’s Stand Tall! is reapplied to the ally after 1.5s.

    Warlord

    Reduced the duration of the DoT from Arterial Strike to 6s. The total damage dealt by the DoT remains the same.
    Updated the Wave of Steel ability description to show how much damage bonus is gained if the ability is used after a Warlord Finisher.
    Three Moves Ahead now increases Wave of Steel and Piercing Thrust damage by 10/20/30%. Up from 5/15/25%.
    Combat Training now increases damage by 5/10%. Up from 2/5%.
    The Advance Planning buff from King of the Hill now also affects Decisive Strike.
    Removed talent Defensive Surge.

    New talent: Executioner – Increases the health threshold A Quick Death can be used at by 40%.
    Updated the description of the talent, Calculating. It now just lists Backhand instead of “all attacks that must follow a Block or Dodge”.
    Updated the description of the talent, Seasoned. It now just lists Backhand instead of “all attacks that must follow a Block or Dodge”.
    Updated Legendary Everything is a Weapon – Using a Finisher increases the damage of your next 2 non-Finisher attacks by 100%. Up from 1.
    Updated Legendary Ready Posture – Increases damage done by 20%. Increases Critical Hit damage and healing by 10%. Reduces ability cost by 15%.

    Increases the damage of Piercing Thrust by an additional 150% when used after a Warlord Finisher. Dealing damage has a chance to increase the damage of your next A Quick Death by 300%.
    Updated Legendary Breaking Blow – Consumes Attack Points. 20 Power cost. Deals weapon damage plus additional damage per Attack Point. Debuffs the enemy, causing a number of your attacks equal to Attack Points consumed to ignore 10% of the enemy’s Armor. 1 point: Breaking Blow ignores 15% Armor, 2 points: Breaking Blow ignores 30% Armor, 3 points: Breaking Blow ignores 50% Armor.
    Removed Legendary Sergeant’s Orders.
    Added Legendary Empowering Strike – Deals Physical damage. Applies a stack of Legendary Tactics to you for 30s, causing your damaging abilities and autoattacks to deal additional Ethereal damage. Increases the stack size of Legendary Tactics by 1. Awards 1 Attack Point.

    Removed talent Defensive Surge.
    New talent: Executioner – Increases the health threshold A Quick Death can be used at by 40%.
    Increased damage bonus from Down and Dirty to 5/10%. Up from 3/6%.
    Updated Backhand – Deals Physical damage. Weapon damage contribution is increased by 50% for each Attack Point you have on use. Blocking or Dodging an attack will reset the cooldown of Backhand. 10s cooldown.
    Changed Legendary Breaking Blow to apply its debuff for 2s per Attack Point consumed instead of for a set number of attacks.

    Void Knight

    Removed Legendary Void Propulsion.
    Added Legendary Spark - Forces the enemy to attack the Warrior for 3s. Affected enemies deal 10% less damage to the Warrior for 4s. Applies 1 Pact to the Warrior. This can trigger Power Leech.
    Due to addition and removal of Legendary abilities from the Void Knight soul, all builds with points spent in the soul have had their talent points refunded.
    Discharge now gains 125% damage for each Pact consumed beyond the first. Up from 100%.
    Legendary Discharge now also gains an additional 20% increased damage for each Pact still active after the ability consumes Pacts. It now retains its cooldown, regardless of Pacts consumed.
    Legendary Spark now applies a visible debuff to the enemy affected by the damage reduction effect.

    [DUNGEONS]

    Abyssal Precipice (Standard)


    Caylx the Ancient deals less damage.
    Added encounter wall to Calyx the Ancient encounter.

    Charmer’s Caldera (Standard)

    Smouldaron: deals a bit less damage.
    Cyclorax: deals slightly less damage.
    Ryka Dharvos: deals moderately less damage.
    Caelia the Stormtouched: deals less damage.

    Runic Descent

    Fixed issue in Runic Descent and Runic Descent Expert that prevented the Rotting Blossoms spawned by Wormwood from exploding.

    [GUILDS]

    Fixed a bug that when joining a guild, if already inside that guild’s dimension you would not be able to see their item list.

    [ITEMS]

    Fixed an issue where the stats for some Notoriety trinkets weren’t matching their calling or were a couple points under where they should be.

    Blighted Riftstalker Crystal

    The four piece set bonus has been changed due to the removal of the cooldown to Rift Disturbance. Now increases the damage of Rift Disturbance by 50.

    Blighted Saboteur Crystal

    The four piece set bonus has been changed due to the abilities it was affecting no longer existing. Now increases the damage of Satchel Charge by 25.

    Fixed an issue with the Predatory Soulstone. It will now correctly apply its damage bonus to Shadow Fire.
    The 2-piece bonus of Nyx’s Pyromancer Crystal now reduces the duration of the damage over time effect applied by Fireball by 3s and increases the speed the effect ticks by 60%.

    The 2 piece bonuses from Gilded Reaver Crystal, Blighted Reaver Crystal, Blighted Warlord Crystal now awards Attack Power instead of Endurance.
    The 3 piece bonuses from Rasmolov's Reaver Crystal, Calliope's Luminous Reaver Crystal, Calliope's Reaver Crystal, Calliope's Glowing Reaver Crystal, and Rasmolov's Warlord Crystal now awards Attack Power instead of Endurance.

    The 4 piece bonus from Rasmolov's Reaver Crystal now reduces the cooldown of Infestation by 4s.
    The 4 piece bonus from Calliope's Reaver Crystal now reduces the cooldown of Infestation and Explosive Infestation by 6s.
    The 4 piece bonus from Calliope's Glowing Reaver Crystal now reduces the cooldown of Infestation and Explosive Infestation by 6s, and causes them to award an additional Attack Point.
    The 4 piece bonus from Calliope's Luminous Reaver Crystal now reduces the cooldown of Infestation and Explosive Infestation by 8s, and causes them to award an additional Attack Point.
    The 4 piece bonus from Rasmolov's Warlord Crystal and the 2 piece bonus from Blighted Warlord Crystal now causes Warlord Finishers to increase Attack Power by 60 for 15s.
    Updated the description of the 2 piece bonus on Asphodel's Druid Crystal to indicate the correct amount of Armor it causes Fervent Strike to ignore instead of Life resistance.

    New Dynamic loot for Charmer’s Caldera, Abyssal Precipice, and Fall of Lantern Hook: the gear will have the same name and stat ratio as those on live but you can now receive these items based on your current level.
    The level 32 gear from World Gear merchants (Iron Pine and the Adventure Dealer) no longer have Set Bonuses.
    Some new gear for level 50 players has been added to the Adventure Dealers in Sanctum and Meridian.

    The crafting mats for Mighty Powersurge have been adjusted to be consistent with Brightsurge Vials.

    [QUESTS]

    Fixed an issue with the “I’ll Just Have a Sip” and “What’s Your Poison” quests in Stillmoor where the debuff wasn’t correctly affecting an NPC.
    Made some spelling corrections to quest rewards.
    Fixed bugs with daily quest completion counts and made the count increment only when reward is claimed.

    Greenscale’s Blight

    little disappointed that majority of those class changes were old hotfixes. Oh just realized because its copy pasted from the live version which didn't have those buffs yet.

    also holy bug, glad I didn't play enough after that change to the talent to be tilted by this

    Each Paragon can now have their own stack of the Pinpoint Targeting debuff, from the Precise Strikes talent, on the same enemy at the same time. Previously only one Paragon could have the debuff on an enemy at a time.

    I feel the like the dislike towards slipmat would be way less if he stopped using emojis.

    When ever I read one of his posts and he ends a sentence or paragraph with one it just tilts me.

    Oh look at that a new major patch with no major or meaningful changes to Live yet again.

    Literally most of the class changes for "Live 4.5" is copy pasting class changes from Prime.

    So no reason to redownload Rift. How does trion expect to keep people playing prime if the base game is no longer updated?

    Pretty much.

    4.5 for live is literally just a bs illusion. It's not 4.5 at all. It's just to make it look like Live has new content when all it mostly has are Prime class changes. Which went well last time when they injected Prime class balance into live..... oh wait.

    They nerfed most of the classes. It is quite funny how they expect to stay in business with devs who nerf instead of buff without changing content. They didn't even fix scaling so you have some classes now having to grind 1,5x more than others (which the game will not allow) stats to get back to where they were before the nerfs. For instance you will have players in full T3 doing what they were doing 1 year ago in dps and others will still be around 30% lower than them at a similar gear score.

    Updated Legendary Tactics. It can now proc, at most, every 3s. Increased damage per proc. Previously there was no internal cooldown on the damage proc.

    Tempest

    Increased damage buff from Empower to 10%. Up from 5%.

    Warlord

    Updated how bonus damage is calculated for Piercing Thrust and Wave of Steel when these abilities are used after a Warlord finisher.

    For level 70 raid gear with randomized suffixes (concats), the odds of any particular concat have been evened out.

    Pretty much.

    You can tell where their bread is buttered with Live VS Prime despite them saying it would never happen and that both games would be their focus.

    Prime gets Ember Isle, quests, onslaughts and god knows what else alongside the main class changes.

    Live just gets hotfixes basically and Prime class changes which last time just made Live a complete mess. Literally Live is just feeding off of Prime changes right now which is lazy as hell.

    Also as for it having a sub forum I imagine it's because back then there was hope these games would gain ground and have consistent topics being posted. Now they don't and I imagine removing them is just too much hassle on their end. There are at least 3-4 sub forums that have next to no activity.

    Ah yes, once again the 'concerned posters' jump in head first without even reading, if you had read you would see that the Soul/Class balance is fairly large and extensive, basically rebuilding some souls from the ground up causing a lot of them having to get reset back to zero points as the changes were extensive.

    We should all just let Trion keep on releasing content without tackling the fundamental issues at play here, ignore the imbalances between certain classes and souls, hey why not have them stop work on the next big feature, to rework the much too random planar fragment system, let them just release more content that still wouldn't address the imbalances of gameplay, talk about putting the horse before the cart.

    Still, they got a few months left before they can tie with 14 months of zero content between Expansions....twice.

    I feel it should be pointed out, since prime is in the title of the thread that those soul/class changes already occurred on prime back in May. Its pretty clear who ever did the notes just copy pasted from the live version. I feel it would be dishonest to suggest that these balance changes are "new" for prime.

    Was on Prime the other day to check out the population with the patch, when I notice a warrior in chat talking about how much he "loved the buffs" when they were already implemented in May. He also confused because his points were reset back to zero. Which is likely just something carried over from live.

    That is just beyond lazy.

    Really doesn't help their cause with the lack of content recently. Yes balance needs fixing but if they can't manage pushing raid content or meaningful content out on top of balance then I have a feeling there is something going on within the Rift team.

    I mean most devs easily push out balance patches alongside huge updates no problem. Trion are doing the opposite and only hurting themselves further here.

    For example Blizzard now do their big balance patches with the timing of when they open the raid like 7.25 for example which makes more sense since it would be wiser to tune content around the opening of a new raid. However I know for a fact they still do some balance on the other patches as well such as 7.2.
