Are you asking about currently in Pre-Patch or in BFA? As of Current, Yes, They are still 2 Hour Flasks. Im sure it will remain the same in BFA, Although I cannot say that will a 100% Gurantee

If you’re looking at your buff, note that it is rounded down. So a second after you quaff your flask, you have 3 hrs 59 mins 59 secs remaining but it will display it as 3 hr.

There is no such thing as a potion master, multiple pots/flasks per craft is a perk of unlocking rank 3 of each pot/flask.
