Laser Matrix trait for Balance

Had a few people asking around, even in the druid Balance discord channel to get the answer, but we've yet to get a response: is the Laser Matrix trait bugged currently or working as intended?

Tested on some mobs and target dummies with the Laser Matrix trait, and I initially noticed some huge variance in proc rates (hunters did, too). Turns out the trait will not proc if you're too far away from the target. For example, if you're sitting at 40-45 yards from your target, the trait will never proc. However, if you sit at 20 yards or closer to the target, the trait will proc constantly. The cutoff range seems to be around 25-30 yards as an estimate, which is really silly for ranged DPSers. From the simulations, it assumes the proc rate I've noticed at near melee ranged DPSing, but in practice that doesn't actually happen.
