Keep in mind that many of these are tooltip updates to reflect hotfixes.

Also if you are actually playing Fury Warrior which you musnt or are completely shit at it you should have noticed that Whirlwind causes whatever next 2 attacks to cleave for the last 2 months since this change was applied (Its actually more than that since its a beta change) which was the actual fix to our retarded cleave rotation.

There is no 8.1 change, just the tooltip got an update.

Have you even been playing fury in BFA? For starters, thats not a nerf, thats a buff and that has been a change since prepatch.
