I dont see the image traits are not rng. They are fixed for same item. So your items traits can be thrash.

Have not needed to try it yet, but dont the Azerite Reforger change the traits for like 5 gold if its the first time.

Each item, by source and name, has pre-determined traits; they are not randomly rolled from a table.
They come with a fixed 3 or 4 traits, then the ilvl determined the strength of the traits.
And yes, everyone knows this system is not the greatest.
Many a thread has stated as much.
