So now, some conservatives, who are fully aware that it is a hoax, intentionally flash the symbol knowing that it will trigger someone.

I don't know for sure for the Coast Gaurd but they probably already have "diversity officers". In the Army units have an EO rep (equal opportunity) and generally have to do some sort of yearly EO training. Been a thing for a while.
