Does Creeping Death effect Pandemics refresh window?

Hey Guys,

Does Creeping Death effect Pandemics refresh window?

Example:

Agony has a 18 second duration, safe to refresh at 5.4 seconds because of Pandemic.

If you talent Creeping Death, Agony has a 15.3 second duration. Is the refresh window 4.59 seconds?

Easy to try out isn´t it? Talent it and try on a dummy and see to what max duration it is set after 2 agony casts.

Yes. It is always 30% of the duration.

As a reminder: you can always refresh the dot at any time above 30% and still get the duration extension from Pandemic, you'll just lose the remaining damage from your last application (resulting in a DPS loss).
