Has Blizzard forgotten to enable raid cache missions?

With how buggy the rest of the expansion has been I can't help but think Blizzard has actually forgot to enable uldir cache missions to actually function! They *exist* so why aren't they obtainable? The only one you can get is the normal/heroic from emissary. BUT they have LFR and Mythic versions for Uldir and not just that but they are also being made for the next raid.

Much like failing to explain anything they've done, they "neglected" to tell us that they aren't implementing caches.

That "free" piece of loot was moved from missions into the warfronts. Very similar 2-3 week cycle.

I wouldn't mind if it were like in Legion where the rep tokens were actually an item we could send to alts.

that will likely happen when Paragon reps return in 8.1

Its funny cause this would be like the perfect answer for azerite, if you were guarenteed 1 azerite piece from the raid mission at your difficutly level. So if you do normal you get 355 piece etc. Then once you got all at the approriate ilev you dont feel the need to do the missions any more.

It fits in with Blizz rng too becuase you might get multiple chests and no shoulders for example, and if it proves too much rng then could make a 'token' exchange, maybe you hand in 2 items and can get 1 of your choice.
