Disco bear is indeed available from balance of power, you can do the whole thing in 2 resets if you're lucky

Is Disco bear what they call the light blue form? I have Unleashed Monstrosities on my main but not my druid. Do I need to do it again?

Only the initial tower skins are no longer obtainable. Which means you can't get the subsequent ones either if you don't have it, since the initial one is a pre-req for those.

That's the tower skin for bear. If you don't have the initial version, you're SOL.
