Because as schoolteachers, these people should know better than to do things like this at their school. It doesn't just affect them as people. It affects their administration, and it could affect their students. Believe what you want about the message being sent; it really doesn't matter. It's bad because it was a dumb thing to do, not necessarily because it could be construed as offensive, even though that's a piece of the main issue.

Well blackface has a terrible historical connotation behind it, being used in minstrel shows to mock black people. Although I wouldn't neccesarily consider for example, Robert Downey Jr. or Jimmy Kimmel as doing blackface, which is a pretty distinctly degrading caricature.
