wod was only bad because it had a lack of content. bfa is bad because it has a ton of content that isnt fun
I voted for BFA being worse. Neither one really has much outdoor content. The world still feels small. And honestly, I could buy the whole time travel, dimension traveling dragons over the faction war after everything that's happened.
Story was slightly better in WoD
Raids were MUCh better in WoD
Class design (For paladins and retribution specific) goes to WoD.
Outdoor content sucks in both. I can't honestly give a point to either.
Wod still had some of the best class design the game has ever seen, the raids while few were still quality. Dungeons were great as per usual, the questing was fun.
Wod's major failing was funneling the entire outdoor reward structure into garrisons and then expecting players to stay in them. Which honestly for me was fine, because I have 0 desire to do dailies or the world quests that followed. I was perfectly happy spending that time watching shows or playing other games.
BFA on the other hand is weighed down by outright bad class design amongst other things. But thee most important things, classes and the progression system designed to keep you playing (azerite) are poorly designed and you experience everything through these two things. This situation is just outright worse.
Or to put it another way, I played through the entirety of wod even during the end of xpac content drought. I have pretty much stopped playing for the first time in almost a decade after a couple months of BFA.

WoD (for what I hear) was like going on vacation on a paradise-like island with first-class catering and hotel service, but only for a couple of days.
BfA is like going on vacation for two weeks but on an asmathic car that can barely make 10 miles without breaking, and spending the night on a third-category, flea-infested hovel. Sure, you have a lot more time (i.e. content) to spend on vacations, but does it make up for how !@#$ty is the experience as a whole?

So far, BFA. I had fun with WoD, even if not as much as in MoP or Legion. BFA is just... ugh.
It's hard to say for now, but from what I've seen BfA is far worse. It's the only expansion that made me completely lose interest in the game to the point where I've been unsubbed for a good while now.
That being said BfA can still at least partially redeem itself. If Blizzard pulls another "abandon it and move on" douchebag move with BfA then I'm not coming back for the next expansion regardless of what it is. It feels almost morally wrong to support a company that's willing to openly lie and manipulate its own customers.
For my Cata was the worst expansion. Cleared everything too fast (broke both arms during firelands so didn't raid it sadly) and dailies were too horrid.
For me WoD was pretty good, I was in good guild, we cleared everything in Cutting Edge, i enjoyed quests and garrison. In BfA not raiding due to living on another continent so I am just leveling and doing stuff that I like or miss from previous expacs so I cannot complain at all.

BFA by far.
Hard to say, but I do still think WoD was worse. For now. But we're comparing a past expansion to one in progress.
WoD had no content, but other than a 2 month break, I still played.
BFA has content, but I'm not playing.
