This. In a world where Personal Loot is the only loot type, and where we can get gear for any loot spec while doing world quests, I see no reason why weapons can't adapt their primary stats the way armor does. At the very least for non-dungeon/raid gear, so that situations like the OP don't happen.

Or just limit drops to our active loot spec. I keep getting agility trinkets on Balance and Elemental specs and it's pissing me off.

Honestly if I could get rid of Holy and Prot so they stop giving me loot for those specs I would. I don't tank and heal, so they're dead weight.

I have had a 340 weapon for a while now, I just found it funny how on back to back emissaries I got two weapons, and both were Holy weapons, even though I was looting for Ret.

They are caster weapons, it wouldn't have the right damage numbers on it. Although I don't know if there is a reason outside of not having melee rolling on caster weapons to not include proper melee damage on caster weapons.

OP I had the same thing happen to my Prot pally, got the caster one hand, followed by the Ret 2 hand.
