Launched after 1997, but the Russian modules were originally constructed prior to 1986. The Russians (then Soviets) built DOS 7 (Mir) and DOS-8 (Mir 2, converted to be Russian ISS core modules) together so that if there was a fatal issue with DOS-7 then DOS-8 could be used for Mir instead.
This is why a few years ago when the USA was talking about pulling out of the ISS and decommissioning their modules the Russians said they would just disconnect their section and keep it in service, because it is a station in it's own right, the US/EU/etc bits are just bolt ons.
I know, that's why the post you quoted references the Russian ISS modules being bankrolled by the USA (mostly) and others.
