There is a general problem with tints being unavailable.

Is that confirmed from Oribos about the Arbiter? Seems more in line with the typical Sylvanas fanatic way of talking. Seems just as likely it could be a line out of order compared to the rest.

Arbiter not being Anduin squeaky clean good =/= Sylvanas good guy. Considering Jailer will likely be sympathetic (see his stolen heart thing) it was foreshadowed that Arbiter is not an angel.

Considering that the Arbiter seems to be in a coma or something similar based on her animations, it's also possible that this is her right hand man doing a power play while she's "gone".

Quite interesting. Guess it could be a hint to the Oribos residents all worshiping her, or possibly even all being a literal part of her.

What i would dislike most about this though is that it would give Sylvanas fanboys more ammunition in claiming her innocence, which feels like a massive step back.
Though that being said i could definitely see a situation where Sylvanas is actually working with the Arbiter for some inscrutable goal that only she is privy to, it would be kinda odd considering the Arbiter seems more like a machine than anything living, but still.

For one, the Arbiter doesnt seem to be in any way the villain here unless Blizzard is pulling a TLJ, and secondly as i mentioned, she doesnt exactly seem to be alive in any way. Though that second part could definitely change.
