No it doesn't. That is just Trump's negotiating tactic. Whether it is with individuals in the press, people in his own administration, or foreign nations, he takes it to 9000 as part of his negotiating. He believes in asking for way too much and then scaling back from that as part of a "compromise".
We see this in video games all the time. Blizzard does it. They overtune new content, then slowly nerf it. They do that to control the mindset of the playerbase. The players feel like they are getting something, when in reality Blizzard is just retuning the content to where they wanted it from the start. If they started out properly tuned, players would still demand nerfs but that would result in an undertune. The fix is to overtune and then slowly bring it to normal tuning.
Trump fully knows he is asking for too much at the start. He plans on scaling back to control the mindset of people he is negotiating with. Scaling back puts them in a friendlier posture. His opponents think they are getting something when Trump is just getting everything he wanted.

You seem to have forgotten all of the times Trump wanted to "nuke them all" or all the leaks that came out of the white house where mattis and kelly talked Trump out of sending aggressive forces into other countries.
