Rogue Mythic Tier 21 boots found on NPC (PTR)

Made a post on the EU forums but had no response whatsoever yet.

On the PTR there’s a new NPC wearing a full set of the mythic version of our t21 set, including boots. Can we actually get them as players too? Seems fair, as the sets are for us, no?

The new NPC is Captain Kitt <High Seas ‘Salvage’ Expert> in the port of Zandalar.

I live for transmog and this thing has been bugging me since the release of Antorus.
What do you guys think, will Blizzard hear us? Trying to make some waves here.

It is a bit odd for sure. The only available foot piece is a lookalike for the Normal set, gotten from one of the Invasions.
I'm thinking the boots were meant to be BoE but they forgot/had other plans.
