Somehow looks like Zeus or Hades or maybe Aman'thul. For me, he looks more trustworthy than Arbiter. Maybe we will get a plot twist that he isn't as bad as one had thought.

He looks like one of the Constellar to me, the same basic extraction as Harbaron or Algalon. Perhaps he's a dead Constellar, long ago trapped in the Shadowlands and taken up the role as Jailer within the Maw.
