Sending your military into another country without permission is called an invasion (And China sure as shit wasn't going to give permission anyway), and I really don't think anyone is super keen on starting world war 3 over Hong Kong.
A move so unsurprising, I had thought up until this point the US Military was banned anyway. It's not like if we had deployed guys over there they would've welcomed them with open arms anyway.
I think it is supposed to mean that members of the US military won't be allowed to travel there, as private citizens. Noone talks about deployment, I think. And since NATO combatants have to state that they are one when applying for a visa, they will simply be denied the visa.

There isn't really much that the military can even do there without escalating things further, unfortunately.
