'Reason' in the cases I know of for sure is what a t shirt can cover up. Meaning, as long as your tattoos aren't visible while wearing a t-shirt (and any leg-wear), you're good to go.
    Hasn't been a concern for over 20 years in most major cities.

    Depends where you live. And it's not like it's a huge concern, just something to note. Some people don't think about it.

    For now. With how connected the world is now with the internet and social media and travelling, I don't believe there's any place in the world that will successfully stay regressive about tattoos.
