I got my cloak to rank 5 and it never changed appearance. Am I missing something? I've tried looking it up and I can not find anything.

I believe it changes at rank 6 and again at 12

I know at rank 6 and 12 you get a new on use affect for the cloak but everywhere I read says an appearance change at rank 5. Maybe that information is off.
