I myself am not a PvP fan, but I know there are people who do enjoy it, and I think there should be a way to keep it without reintroducing the Alliance-Horde War, a plotline that has been done into the ground too much, IMHO.

Keep war mode as is and make it non-canon. Warmode off will allow grouping between horde and alliance for PvE content but otherwise factions remain as is.
Hell, I'll even take mercenary mode for PvE so I can play with alliance friends on my horde characters. There's plenty of ways for Blizzard to do it, but they clearly don't want to since "breaking the cycle" was an obvious time to do it and they still chose not to.
