This really doesn't deserve the attention it's got. First he's been very open about his fairly severe mental issues with bipolar and depression, which he has admitted he often does not like to take medication for. That is kind of a dis-qualifier or should be alone for the office of President.
But more importantly, he was at least a year late in his decision. The fact that he didn't understand that just exclaiming 'I'm running for President' 4 months before the election isn't how it works also shows evidence of the former issue. If he wanted to run he needed to decide that in mid-2019 at the very latest. He was too late to even file, much less build an organization to get signatures to file, in many big states including Texas. And it's just distracted the media from more important issues that they already weren't covering well.
