How much can a nuclear-armed country get away with without such an obviously open declaration of war? China has (accidentally or not) unleashed a biological nightmare on the world in 2020 and commits genocide in its borders. But in a recent response to people wondering if they want a war, they said they aren't going to do anything like that unless someone shoots at them first. The CCP even claimed they would prefer initiating diplomacy if someone shot at them first.
It's made me wonder how many crimes against humanity or life a nuclear state can get away with under that gesture without consequence. Does it pretty much mean anything as long as they don't do what Hitler or Tojo did?
