Experience Eliminated Debuff

Couldn't see a post on this, so apologies if it is there and I couldn't find it.

Been levelling through LFG with a friend and the last few dungeons we keep getting this Experience Elimited Debuff.



Now, I don't care if people want to turn of thier xp, but why does it have to affect me? Not only do I get 95% reduced xp in the dungeons, but the debuff persists for 5 minutes after.

I thought this change was just to stop twink boosting, not everyone else. It seems like being able to dungeon at level 10 whilst having 50s around is the cause? Thoughts?
