Yes, you can upgrade to either whenever you like.

Should be able to do that, yes. There has been an upgrade option for every expansion since WoD.

As others have stated, It's been possible for a few expansions, so I wouldn't see why not, that's essentially what I'm gonna do too

yes you can, you can still even purchase the upgrade packages for previous expansions as well
