Of course it depends on the scope of the project. Azeroth needs more than just a facelift. Look at Hyjal compared to Highmountain. The topography of the old world needs more than just some graphical re-touches to bring it up to 2021 standards.
That said, they just treated as a visual update they could probably get it done with a lot less efforts. While there's a ton of vanilla zones most just re-use the same assets with different textures. But I am not sure that's really want fans want to see.
I think the most damning thing for the anti-revamp crowd at this point is the revamped human buildings. The easy answer for anti-revamping before this was "well at some point we'll go back to Icecrown or Dragonblight." Now we know that isn't the case.
Those buildings are almost certainly now relevant to the next expansion, and that puts a revamp much higher on the list unless we can come up with a new place that Stormwind-style architecture would fit.
FFXIV - Maduin (Dynamis DC)
Sometimes, the light of the moon is a key to other spaces. I've found a place where, for a night or two, the streets curve in unfamiliar ways. If I walk here, I might find insight, or I might be touched by madness.
I mean Uther's Tomb was used the exact way it was always going to be used. It revamped the original tomb. I know some people tried to read a deaper meaning into it during the runup to Shadowlands but that's neither here nor there.
Though now we have basically the makings of a new Goldshire. A barn, an inn, and generic houses. Just dropping those in the current Elwynn is possible, but doing only Elwynn would just be weird.
Frankly we're staring down either Stormwind buildings being relevant to our new continent, or a large-scale revamp at least of the enviromental doodads if not the quests.
FFXIV - Maduin (Dynamis DC)

Starting from the fact that a World Revamp is happening, even if a World Revamp wasn't happening I still hope they update at the very least the two capitals, Stormwind and Orgrimmar, and bring them to the same level of quality that Suramar, Boralus, and Dazar'alor have (which put the so-called """"Eternal City"""" to shame).
Since Stormwind and Orgrimmar are the main hubs in the game they should be regularly updated in textures and graphics, since you spend so much time in them, and this hasn't happened since 2010...
I agree, I think it was always planned to be like this, however I think they originally intended for it to only last around 18 to 20 months. The pandemic pushed their timetable back 4 to 6 months. Early summer 2022 was their original estimate for 10.0, but now it's going to be more like November/December 2022.

I already quoted you on this several hours ago: this is not true. I don’t know where you get this from, it’s at least not based on the last 10 years of retail.
We got 4.3 in December (the PTR was up way earlier though) and MoP announcement in October.
We got 5.4 in September and the WoD announcement in November.
We got 6.2 in June and the Legion announcement in August.
We got 7.3 in August and the BfA announcement in November.
We got 8.3 in January (reveal was in October though) and the Shadowlands announcement in November.

Pretty funny throwing the word gaslighting after "stating" that there was absolutely no evidence pointing at a world revamp, ignoring the countless assets being revamped over the years, some of those never used, and the continuous effort to update/cover all creature models present on old school Azeroth. A world revamp is far from being guaranteed, but saying there is absolutely no evidence for it is ridiculous.
