The issue is whether it's "unwanted", from a legal perspective. The issue isn't necessarily simple, and we shouldn't explore it in this thread, but unwanted kissing is sexual assault. Think of it as a man forcing a kiss on a woman, who has clearly signaled she doesn't want it. Assault.

Surely you can provide said case of someone kissing someone on the back of the head and being charged with sexual assault then. Or a case where it was anywhere that wasn't "sexual" in nature. Say thighs, face, privates and so on.
