Presumably all the spirits stuck on earth are either there because someone summoned them from the Shadowlands, or because something is keeping the Kyrians from taking them, which we can likely assume to be the usual inscrutable cases of the spirits having unfinished business.

Kyrians ferry freshly dead souls that are ready to move on, not souls summoned back by curses or left lingering due to something (which are the majority of ghosts on Azeroth). It's not their business to help out stuck souls and ghosts, they're just a taxi to the Arbiter.
Just did Asuna on an alt and the whole time im like... all these ghosts for 10k years and no Kyrian came to get them. In fact the whole night elf thing where they have ghosts all over, in Nazjatar, as whisps and everywhere else...
Makes you think if Blizzard wasn't preparing for Shadowlands, the burning of Teldrassil would probably be a haunted place with 1000s of souls with how their lore has been so far.
When it comes down to it, ghosts are around because that's the story blizzard wants to tell at that given moment, just more reasons why Shadowlands really shouldn't have been an expansion, because it shines a light on all the flaws of WoW's established lore.
The ghosts of Aszuna are literally cursed and can't pass on. Likewise, most ghosts remain either after some magical catastrophe, or in some cursed ruin, or just cursed individually, or there's a dying naaru nearby, or a necromancer. Ghosts aren't a natural occurrence.
