Legendary: Craft or upgrade

My first legendary that dropped (Primordial Arcanic Pulsar) was 2nd BiS... Nice. Naturally, with so many legendaries that is available, I crafted it ASAP in week 2.
Now, this week, 1st BiS (Balance of All Things) dropped.

Should I craft a Rank 1 BoAT or upgrade PAP to Rank 2, come this Wednesday?
By my calculations, I will not have enough Soul Ash to craft AND upgrade BoAT next reset.

Playing Moonkin, as some might have guessed from the names, but it shouldn't matter a great deal what class/spec.

Mythic dungeons usually comes around x.2 or x.3 for me. Mythic raiding is not even a consideration.

I mean, it's too early to say which legendary is the BIS, because there will probably be some tuning happening soon(because of the mythic raids/M+).

If you're not really doing Mythic right now, you'll probably be fine with PAP. Though it was pretty clear BoaT was coming this week, and both are easy to get memories when they're available.
