What about the Belfast solution? In the Troubles, they prevented insurrection by constructing a maze of walls throughout Belfast, 25 feet tall, with guard towers and checkpoints. That made it incredibly difficult for people to organize and assemble large groups. You have to create such a maze in DC and other major cities. but people these days seem averse to walls.
