It's certainly not a twist two knobs thing. Some botched tuning could be done but then it might come back 15 levels later and so something else. It was holiday period too, so I would imagine that devs, like all normal human beings, did not sit at work to fix some trashy mobile game.

"Intentional"? He said nothing of that kind. All that was said that it was balanced for a wider availability of followers etc, which mostly means that unlocking was not taking into account as much as it should be, not that anyone said "lets make it unbalanced at the start to screw with them", which is the only way "intentional" would work.
In other words, it was "unintentionally" unbalanced at the start, which is quite the opposite of your presumptions.

You don't want balance changes on the first day back after holidays, because that would mean they are rushed.
This entire Hotfix collection is bugfixes/exploit fixes, easy stuff to do.
Let them look at all the data from the last two weeks first and then design balance changes, not rush them out on a monday after holidays.
