I don't think they are willing to put in that huge of an investment. That would basically be wow2.
And that would take considerably longer than an expansion.

I would still support it. Take 3 years time. Make the world new. Don't open everything and keep most zones/continents for further expansions locked off.
Idk about others, but I'd gladly swallow 3 years of Shadowlands diarrhea and another 3 years of 10.0, if it meant that said 10.0 will be a revamped Azeroth - assuming that Kalimdor/EK are going to be un-f*cked from the current Cataclysm status, that is. And the whole "time passes differently in the SL" schtick (something we already knew from WotLK) would be the perfect excuse to do it, while also providing a very much needed (imo) soft reboot when it comes to story.
