The thing about reconstruction, unlike war, is that it's not a wasted cost.
Post war reconstruction is a massive long term wealth generator, assuming it's done right and financed properly. It implies brand new infrastructure (in the sense of new standards, new technologies, lower maintenance costs), new skill acquisition, etc.
The concept of "nation building" isn't necessarily a faulty one, it was just poorly implemented in places like Iraq and Afghanistan because these places lacked a functioning and competent government and bureaucracy, a civil society or a stable political climate that are prerequisites of success.
Ukraine has these things. So while for a decade or so it will still be laying the post war reconstruction grounds, all the growth derived from it afterwards will be just pure growth. I cannot think of a single reason why an EU-US Marshall plan for Ukraine wouldn't be a wild success along the lines of German reconstruction.
