Question about PVP ilvls

I'm not that experienced with PVP gear. I remember Legion had a scaling system where player stats got scaled when they entered pvp zones.
But in Shadowlands we have PVP gear again. What I don't understand is this system where your gear increases it's ilvl when you enter pvp combat.
What's the point of this? Is it so people that don't do mythic content have a chance in pvp angainst these players?

The point is to make PvP gear better in PvP and weaker in pve, so that people who aren't interested in PvP don't feel obliged to PvP to get better gear.
