It uses the Encounter Bar for positioning. No default scaling options, though.

Yeah the new revolutionary UI changes don't actually let you change all of your UI so you still need addons

You can move it around in edit mode, be sure to enable "encounter bar"

The addon "Moveanything" (curse forge) has been split into 2 separate add-ons: Moveany & Improveany
Once installed type /Improve then right-click on the Vigor bar to adjust its scale & location etc.
