Yes you absolutely should be able to play for what you want to get, such things just shouldn’t be locked by time period and you should be able to earn them down the line if you put in the effort.
There is no good reason for it not to be an option just people crying that they won’t be as special if others can earn there old rewards.

All I ever wanted was the truth. Remember those words as you read the ones that follow. I never set out to topple my father's kingdom of lies from a sense of misplaced pride. I never wanted to bleed the species to its marrow, reaving half the galaxy clean of human life in this bitter crusade. I never desired any of this, though I know the reasons for which it must be done. But all I ever wanted was the truth.

I'd argue the opposite. Make mythic raid transmog unavailable after the next tier comes out.
I think it's a Simple Solution.
Make it so that in order to earn ANY Elite PvP gear, you need to unlock the required Rating for the Current Season.
Then you may Purchase One Elite Gladiator Cosmetic Set from any season.
I think it should essentially be the same as how they treat mythic gear. General player base is able to solo it 2 expansions later and collect the mogs. Make elite sets unlock after 2 expansions of being exclusive.
That said, I doubt it will ever happen because elitism in a cornerstone of WoW PvP.
now that argument wont hold up that when some seasons rank1 on the ladder was 2400, some it was 3500 and some it was 2600, now elite seasons for most of the gear was when 2.200 was pretty fkn high on the ladder may it be 2v2 3v3 etc and ever since then the rating inflation has been a thing and we end up on super astronomical rating, does that mean someone who calculated for inflation would be 3500 now should lose their uniqueness of a hard obtained set to someone who is 2200 (1600 if we de inflate?)
now its a hard question to answer and i think its best leave it as it is because eitherway we will have drama about it, its the same thing about celebrations mounts or achievements that are not obtainable anymore aswell.
Blizzard tried to make them obtainable again in Legion but the playerbase got so upset they decided against it.

This is kinda what they implied they would add in legion, but again, the playerbase got super livid, and so blizz backed off the idea.

^^^^^^^^
This, blizz wanted to in legion, and the elitism in the wow community showed its hand.

Meanwhile, Shadowghast boys:
Like lmao, if they can put Elite PVP sets on a white set and make it moggable, yeah, I think we're past the point where it should be possible to obtain.
As for the prestige of it, I'm all for the idea of the new versions being a lower rarity just so the transmog window confirms whether you earned it in the original season. Like make all the original ones Legendary and the new ones Epic. Or make the new ones Common. But still earned through Conquest obviously.

Not even just still there, the old Mythic raid sets are ridiculously easy to obtain. Again, it could be as easy as changing the rarity of the original, truly-earned versions from Epic to Legendary. Or they could even make it more interesting and just require thst you earn them by beating the raid at the appropriate level, Timewalking.

What would you feel about the ability to earn the old colors through the modern Elite/Conquest system, but the ensembles are Common instead of Epic, or the originals are Legendary instead of Epic? So you still get the badge of "I did this, yall just got the hand-me-downs"
Like the Unchained Elite sets. But earned through PVP specifically.
I have a dozen elite sets on my shaman and dozens more across various classes. I could not care less if they were made available. On my shaman I usually use grievous on fem draenei and legion s7 on a dwarf. The rest are rotting. The prestige of it only really matters when it's from the current season/expansion. Pvpers don't recognize elite sets from previous expansions. No one I used to raid with could tell I was using an elite set. No one can tell the drake is a gladiator drake from bfa (only one I have.) None of it matters.
