That is actually Aurora. I use TukUI with a few edited things and it skins it like that for me.

Aurora only looks like that with TukUI. Without TukUI, it actually changes the frames to look partially transparent.
A look very much like that, however, can be gotten by using the AI-Art package from WoWInterface.

I like your setup a lot and since I've already started to remake my current UI, I thought I'd use some of your ideas.
I have a few things I'd like to get clarified:
Are you using Dominoes or Bartender?
Which data broker are you using? SLDT?
What's the name of the addon that shows your talents (0/33/3)?
Which addon are you using to modify the reputation bar? (Guessing it works for exp bar as well?).
And as Vagrancy already asked, which nameplate addon is that?

- Neither, the bar addons is Macaroon. Really hard to configure, but with better resoults.
- It's LitePanels+LiteStats, it adds the talents points too. If you click on the icon next to the (0/33/3) it changes to your 2nd spec.
- The reputation bar is XPBarNone. While levelling it shows XP and at max level it shows Reputation.
- Nameplates: DocsNameplates. <-- Awesome addon.
